The Spring and Summer issues are sent to alumni who have donated $10 or more to WSU in the last two years, as well as WSU Alumni Association members and faculty.
You can send the magazine as a gift with a donation to the Washington State Magazine Excellence Fund:

6 issues for $40* (2 years)
9 issues for $60* (3 years)
